What it is meant to be

The project involves additional works on the reconstruction and rehabilitation of failed culverts along the Uzere/Asaba-Ase road, as well as the repair of damaged sections of the road with additional 20m span reinforced concrete bridge. These interventions are aimed at restoring the structural integrity of the road and ensuring proper drainage to prevent further deterioration. This development will improve road safety, enhance connectivity, and facilitate the movement of people and goods between communities in Isoko South Local Government Area and Ndokwa East Local Government Area. It will also support economic activities and contribute to sustainable infrastructure development in the region. -->

One of these looks is disputed and we are not calling it a comparison. The archive's own classifier reports the site clear; the picture is full of near-white pixels anyway. That is either low cloud the classifier missed or bare ground, and nothing here can tell you which — which is exactly why a picture from orbit is not a site visit. From satellite

Copernicus Sentinel-2, rendered by the archive. A picture of the ground is not a site visit: it cannot say what was built, who built it, or whether it works.

Awarding body State Tenders Board awarded this contract. Delta State has around 30 boards, agencies and commissions that spend public money outside the ministry structure, each with a head of its own. The names of these office holders are not yet published.
