Read this the right way
Internally generated revenue is what a council raises itself. It is not its income: the large majority of council funding is the federation allocation, which this report does not break down by council. So this is not a claim that LGAs overspend. It is the size of the gap
between what a council raises locally and what it is committed to paying, which
shapes how independent it can be.
In naira of the day
None of these figures is adjusted for inflation, because no price index for Delta State
is published. A flat line is a fall in what the money buys, and these pages cannot say
by how much.
