What is live, and what each system needs
Sixteen systems were designed for Delta State. 7 are live. Each of the rest names what it needs in order to work, rather than saying "coming soon", so a reader can see what would bring it online.

Live. Delta State Public Procurement Commission project register — source.
What would unlock it: Extraction of the scanned Appropriation Law and Audited Accounts would close the gap between what is budgeted and what is registered.
Live at /money/, /places/, /contractors/
Switched off on purpose. Citizen reports, reviewed before publication.
What would unlock it: The public reporting form was taken down in September 2026 by the site's own decision, not for lack of a working system. Every report already sent, with its photographs, is kept; reports that were reviewed and published still appear on the project pages that carried them, and staff can still review what was sent. Photographs were never published either way — face detection under-reports darker skin tones, so a promise to blur automatically would fail the people it was made to.
Live. Earth Search STAC over the Sentinel archives — source.
What would unlock it: Optical windows before and after an award are now read at 30 project sites, cloud measured over the site rather than the tile. What optical cannot do is see through the rainy season: for two thirds of the largest contracts there is no clear look at either date, and radar is the only route past that.
Live. Delta State Auditor-General, Local Government report 2023 — source.
What would unlock it: The federation allocation per council is the missing half — this report does not break it down, so what a council receives is not yet published. That is the next thing to find.

Live. Delta State Auditor-General, performance audit on solid waste, 2025 — source.
What would unlock it: Tonnage is the missing figure. How much waste is collected anywhere in Delta State is not yet published, so spending cannot yet be set beside output.

Live. NOSDRA Nigerian Oil Spill Monitor — the Joint Investigation Visit register — source.
What would unlock it: Compensation is the missing half. A sabotage finding decides whether an operator owes a community compensation, and what was paid, to whom, and how many findings were challenged is not yet published.

Data exists, not yet accessible. Nigeria Health Facility Registry — source.
What would unlock it: The Health Facility Registry was not reachable when last checked (27 August 2026). Live status — whether a facility is open, staffed and has drugs — is not yet published anywhere and would have to come from citizen reports.
Live. National Bureau of Statistics — source.
What would unlock it: Half answered. The NBS Consumer Price Index is loaded and gives Delta its own food and all-items index each month, with the year-on-year change — 34.97% food inflation for October 2024, which is 33rd of 37 states. That is an index and not a price: it says how fast prices are moving, not what anything costs. Selected Food Prices Watch is national and zonal, with no state rows. What a bag of rice costs in Ughelli is not yet published and would have to come from citizen reports.

Data exists, not yet accessible. NERC and BEDC — source.
What would unlock it: Half of it came back on 27 August 2026. NERC answers now and publishes its orders and reports as PDFs, several naming BEDC. BEDC's website was not reachable when last checked, and the Band A feeder lists — which streets are in the twenty-hours-a-day band — are published there. Measured supply hours are not yet published, and would need a sensor network or citizen reports.
What would unlock it: 905 major roads are drawn, from OpenStreetMap — GRID3 has no Nigeria roads layer, which this registry wrongly stated for two months. What is not yet published is condition: whether a road is passable this week. Citizen reports and satellite change detection are the only routes to that, and neither is a register.
Live. JRC Global Surface Water (European Commission), 1984-2021 — source.
What would unlock it: This is history, not forecast. River gauge readings are not yet published, and NIHSA's Annual Flood Outlook — the national forecast — is a scanned document: 3 of its 90 pages can be read by a machine. OCR of that document is what would turn this record into a warning.

What would unlock it: 3,421 schools are loaded and drawn, from GRID3 under Creative Commons. What is not yet published is what happens inside them: GRID3 carries a roll for 4 of its 3,431 Delta rows and a result for none, and we have not yet found another enrolment or staffing dataset for the state.
What would unlock it: Official fee schedules exist in law but are not yet collected here.
What would unlock it: Not yet published at usable resolution. Derivable from Sentinel-2, subject to the same cloud problem that limits the satellite comparisons.
What would unlock it: We have not yet found a published register of jetties, routes or boat safety for the Niger Delta. This depends on citizen reporting.
What would unlock it: Land records are not yet publicly available. This is the module with the clearest willingness to pay and the least available data.
