What it is meant to be

The completion of the construction of Unoghovo Road from the Benin Expressway to Ovade Oghara in Ethiope West Local Government Area is aimed at providing a durable and motorable access route that connects Ovade community to the major regional highway network. The project involves finishing outstanding earthworks, pavement construction, drainage installation, and road surfacing to transform the partially completed route into an all-weather road. This will address long-standing mobility challenges, especially during the rainy season when sections of the road become difficult or impassable. Upon completion, the road will significantly improve transportation of people, goods, and agricultural produce between Ovade Oghara and adjoining towns, while enhancing access to markets, schools, healthcare facilities, and economic opportunities. The improved connectivity is expected to stimulate local commerce, reduce travel time and vehicle operating costs, and support socio-economic development in Ethiope West LGA. Ultimately, the project will provide a sustainable transport asset that strengthens rural-urban linkages and improves the quality of life for residents and road users. -->

Two clear looks at the coordinate the register publishes, 2.56 km across. Ten metres to a pixel. This shows whether the ground at a published coordinate changed between two dates. It does not show what was built, who built it, or whether it works, and it is not field evidence. From satellite

Copernicus Sentinel-2, rendered by the archive. A picture of the ground is not a site visit: it cannot say what was built, who built it, or whether it works.

Awarding body State Tenders Board awarded this contract. Delta State has around 30 boards, agencies and commissions that spend public money outside the ministry structure, each with a head of its own. The names of these office holders are not yet published.
