What it is meant to be

The construction of Umuoshimi Road with spurs to Ogbe-Aku, Market Road, and San’s House in Onicha-Ugbo is aimed at providing a reliable and well-connected road network within the community. The scope of works for the 2,750m length of roads includes earthworks such as site clearing, removal of topsoil/unsuitable materials, laterite earth fill, crushed stone base, concrete works including construction of concrete drain, concrete culverts, concrete slabs and pavement surfacing consisting of two layers of asphalt and thermoplastic road marking. The project is expected to significantly improve transportation, reduce travel time, and enhance access to economic and social facilities within the area. It will promote local trade by improving access to market areas and supporting community development. Additionally, the construction work will generate employment opportunities and contribute to sustainable infrastructural growth in Aniocha North Local Government Area. -->

One of these looks is disputed and we are not calling it a comparison. The archive's own classifier reports the site clear; the picture is full of near-white pixels anyway. That is either low cloud the classifier missed or bare ground, and nothing here can tell you which — which is exactly why a picture from orbit is not a site visit. From satellite

Copernicus Sentinel-2, rendered by the archive. A picture of the ground is not a site visit: it cannot say what was built, who built it, or whether it works.

Awarding body State Tenders Board awarded this contract. Delta State has around 30 boards, agencies and commissions that spend public money outside the ministry structure, each with a head of its own. The names of these office holders are not yet published.
