What it is meant to be

The reconstruction of a 5,000m dual carriageway on the Warri/Sapele/Benin Road, from the end of the U-Turn at the Spare Parts Market, Effurun to after Ohore Junction before Omenta Bridge, under the administration of Rt. Hon. Sheriff Oborevwori, is aimed at upgrading a major transportation corridor in the state. The project involves expanding the existing road into a dual carriageway, rehabilitating failed sections, constructing drainage systems, and improving road alignment to ensure durability and smooth traffic flow. This intervention will significantly reduce traffic congestion, enhance road safety, and improve connectivity between key commercial and residential areas in Uvwie Local Government Area and Okpe Local Government Area. It will also facilitate the movement of goods and services, promote economic activities, and contribute to the overall socio-economic development of the region. -->

One of these looks is disputed and we are not calling it a comparison. The archive's own classifier reports the site clear; the picture is full of near-white pixels anyway. That is either low cloud the classifier missed or bare ground, and nothing here can tell you which — which is exactly why a picture from orbit is not a site visit. From satellite

Copernicus Sentinel-2, rendered by the archive. A picture of the ground is not a site visit: it cannot say what was built, who built it, or whether it works.

Awarding body State Tenders Board awarded this contract. Delta State has around 30 boards, agencies and commissions that spend public money outside the ministry structure, each with a head of its own. The names of these office holders are not yet published.
