What it is meant to be

The construction of Ope Street with a spur to Omene Street in Warri South Local Government Area, under the administration of Rt. Hon. Sheriff Oborevwori, is aimed at improving the road network and accessibility within the community. The road includes 205m length of Ope street, 135m length of spur, 340m length of road, 680m length of road, 10m average clearance width and 7.3m average pavement width. The scope includes earthworks comprising the removal of unsuitable materials, filling with sharp sand and laying of stone base; concrete works comprising concrete drain, culverts and slabs. It also involves asphalt works of two layers of Hot Roll Asphalt comprising binder course and wearing course. This intervention will improve the general road network within the area and serve as alternate route to other part of the city and further enhance the socio-economic well-being of people living in the area. -->

One of these looks is disputed and we are not calling it a comparison. The archive's own classifier reports the site clear; the picture is full of near-white pixels anyway. That is either low cloud the classifier missed or bare ground, and nothing here can tell you which — which is exactly why a picture from orbit is not a site visit. From satellite

Copernicus Sentinel-2, rendered by the archive. A picture of the ground is not a site visit: it cannot say what was built, who built it, or whether it works.

Awarding body Warri/Uvwie And Environs Special Area Development Agency awarded this contract. Delta State has around 30 boards, agencies and commissions that spend public money outside the ministry structure, each with a head of its own. The names of these office holders are not yet published.
