The map: every government contract in Delta State
About this map
Three ways of colouring the same 25 shapes, and they disagree — which is the reason all three are here rather than one.
Share against share
Each area's share of all the contract value, set against its share of the people. 1.0 is an area holding exactly the share its population would account for. Okpe is at 8.61. Our calculation
Overstates LGAs hosting corridor infrastructure that serves several LGAs, and inherits the uncertainty of a population estimate from a 2006 census. It is a comparison of shares, not money anybody received.
Total contract value
The published sums, added up and attributed to the areas named on each contract. No adjustment for size, so the large areas lead — which is what makes the first measure worth having. Official record
Number of projects
A count, not a sum. An area with many small contracts and one with a single enormous one look nothing alike here, and identical on value. Official record
Places named in contract addresses
A ward or settlement list for Delta State is not yet published, so the places on this map are OpenStreetMap's and GRID3's, merged where they are the same place — the only lists of inhabited places in the state. Setting them beside the register shows which places are named in contract addresses.
The shapes, and where they came from
| What | Source | Class | Caution |
|---|---|---|---|
| Boundaries of the 25 LGAs | geoBoundaries ADM2 (Nigeria) · geoboundaries.org | Read from a document | CC BY 4.0. Simplified to about 175 m, so a boundary here is right to about the width of a street, not a fence line. |
| Project coordinates and place names | Delta State Public Procurement Commission register | Official record | The point is where the record says the project is. Coordinates as published; not independently checked on site. |
| Rivers, roads and town labels | Carto Positron, over OpenStreetMap | Read from a document | A third-party tile service, and the only bytes here from another server. It can be switched off; the map works without it, but the town labels go with it. |
| Towns, villages and hamlets | OpenStreetMap contributors · openstreetmap.org; GRID3, from the Office of the Surveyor-General of the Federation, UN OCHA and its own teams · data.grid3.org | Read from a document | ODbL 1.0 and Creative Commons. 2551 inhabited places inside the 25 LGA boundaries, merged where both lists hold the same place. Neither is an official register — Delta State publishes no settlement list of its own — and GRID3's points were mostly collected in 2017–2019, so a place not yet mapped is missing and a newer one may be. Below the LGA, GRID3's 268 ward boundaries are drawn as you zoom in. Read from a document |
The same thing, as a table
The map needs WebGL, a screen worth panning and about a megabyte of library. This is every figure it draws, in a form that needs none of those.

What is not on this map
Listed rather than left off. An empty map reads as a place where nothing happens.
Not yet published
What a school achieves. Whether a clinic is open, staffed or stocked. Whether a road is passable. Whether a borehole still works. What food costs in a named market. Every one of them a status rather than a place.
Published, and now drawn
GRID3 publishes 3,431 schools, 1,405 health facilities, 347 markets and 268 ward boundaries for Delta, publicly and under Creative Commons. All four are on the map, switched off until you ask for them. This platform recorded for months that no school dataset and no sub-LGA boundary is published for Delta State, which was wrong.
Locations, and nothing more. Almost none of those schools carries an enrolment: the GRID3 schema has a column for it and 3,427 of the 3,431 Delta rows are blank. OpenStreetMap's 905 major roads and 2,170 rivers, canals and creeks are drawn too — where they are, not whether a road is passable or a creek navigable.
On the map, not yet checked
Every project point. The coordinate comes from the register. Not yet independently checked; 54 of the largest have satellite comparisons. Not yet published
